Anne Arundel County stretches across urban, suburban, waterfront, and semi-rural settings. A detached home in Glen Burnie, a condominium in Annapolis, and a waterfront property in Severna Park can require different tax, insurance, association, appraisal, and property-system reviews. The mortgage plan should reflect those differences before the buyer makes an offer.
Use the correct FY 2027 property-tax jurisdiction
For July 1, 2026 through June 30, 2027, Anne Arundel County publishes a county rate of $0.968 and a Maryland state rate of $0.112 per $100 of assessment for property outside Annapolis and Highland Beach. The combined rate is $1.08 per $100 before credits and other charges.
A $500,000 assessed value produces a planning estimate of $5,400 per year, or $450 per month, using that combined rate. This is not a tax bill. Assessment phase-ins, the Homestead Credit, local credits, special charges, and ownership status may change the actual amount.
Annapolis is different. The county's table lists a combined FY 2027 county, state, and city rate of $1.427 per $100 for property within the city. A mailing address that says Annapolis does not by itself prove the parcel is inside the municipal boundary. Confirm the jurisdiction from the official tax record before estimating the payment.
Estimate deed taxes before negotiating seller credits
Anne Arundel County currently publishes a recordation-tax rate of $7 per $1,000, rounded up to the nearest $500. Its county transfer-tax rate is 1% for transactions below $1 million and 1.5% for transactions of $1 million or more. Maryland state transfer tax and recording charges are separate.
A $500,000 planning example

- County recordation tax at $7 per $1,000: $3,500

The buyer does not necessarily pay that entire amount. The purchase contract, first-time Maryland buyer treatment, exemptions, taxable base, mortgage recordation, and settlement allocation determine the final figures. Use the example to identify the size of the issue, then have the settlement company calculate the transaction.
Separate the approval payment from the ownership budget
Mortgage qualification generally includes principal and interest, property taxes, homeowners and flood insurance when applicable, mortgage insurance, association dues, special assessments, and subordinate financing payments. Anne Arundel buyers should also budget for property charges that may be paid outside escrow, including private community obligations, waterfront maintenance, or utility assessments.
Do not reuse the seller's monthly payment. A seller may have a lower assessment base, an approved property-tax credit, different insurance, or no mortgage insurance. Build the buyer's estimate from the proposed loan and the actual address.
Waterfront and Critical Area review can affect the offer
Anne Arundel County defines the Chesapeake Bay Critical Area as land within 1,000 feet of tidal water or tidal wetlands. Its waterfront guidance says the minimum buffer is generally 100 feet from tidal water, tidal wetlands, or tributary streams and can expand for sensitive areas such as steep slopes. Soil disturbance, structures, tree removal, and vegetation work may require county approval.
A waterfront view does not confirm buildability. Buyers planning an addition, deck, pool, accessory structure, shoreline work, or substantial landscaping should review permits and Critical Area restrictions during due diligence. A renovation loan can finance eligible improvements, but it does not eliminate zoning, environmental, engineering, or permit requirements.
Check flood insurance and insurability early
FEMA's Flood Map Service Center is the official source for flood hazard mapping. If a structure securing a federally regulated or insured loan is in a Special Flood Hazard Area, flood insurance is generally required. Coastal exposure, prior losses, roof condition, electrical systems, and other property features can also affect the availability and cost of homeowners insurance.
Obtain quotes during the inspection period and give the premium to the lender. An insurance estimate that arrives after underwriting can change DTI and the funds needed for prepaid premiums and escrow.
Coordinate county and state assistance before the offer
Anne Arundel County lists a Mortgage Assistance Program that may provide eligible first-time buyers a deferred loan of up to $50,000 for down payment and settlement costs. The county also points buyers to homeownership counseling through Arundel Community Development Services. Program funding and requirements must be confirmed directly.
The Maryland Mortgage Program is a separate state resource. If a buyer proposes to combine county assistance, MMP assistance, seller credits, gifts, or employer help, every source must permit the structure and lien position. Build one sources-and-uses worksheet before the contract so the buyer does not count the same closing cost twice or rely on assistance that has not been reserved.
